Promotional Product Inspection
A promotional product carries somebody else's brand. That single fact changes what quality control has to look for. A mug that leaks is a defect. A mug whose printed logo lifts off after a fortnight is a different kind of problem: the base product is sound, the order would pass a conventional inspection, and the buyer's customer is left holding an object with their own name half scratched off it.
A promotional product inspection is a third-party check carried out at the factory, on a randomly selected sample of finished goods, before shipment. It covers the base product in the usual way, and it adds a second layer of checks on the decoration itself: imprint adhesion, colour against the approved reference, logo placement and, for apparel, behaviour under washing.

Why promotional products need specialised quality control
Most promotional items are two products in one. There is a base article, a ceramic mug, a cotton tote, a moulded pen, a USB drive, which has its own failure modes. And there is a decoration layer applied on top, which has an entirely separate set of failure modes and is frequently applied by a different company altogether.
That second point is the one that generic promotional items inspection misses. Decoration is not always applied by the company that made the base article. Where printing or embroidery is subcontracted to a separate workshop, the buyer still sees one supplier on the commercial invoice, while the production reality is two sites with no shared quality management system between them and no single party accountable when the imprint fails. Whether that split exists on a given order is a question worth asking the supplier before production starts, because it determines where the inspection needs to look.
The brand risk is also asymmetric. If a branded item fails in the hands of an end recipient, the damage lands on the buyer's client, not on the factory. A generic inspection confirms that a logo is present and looks broadly correct. A decoration-aware inspection confirms that the specific decoration method used on the specific substrate has been executed to a standard that will survive handling, and, where relevant, washing.
The eight defects that cost the account
A conventional inspection ranks defects as critical, major or minor. On promotional products it is worth ranking them a second way: by who notices, and when.

The first four are decoration defects. None of them is caught by a base product check alone, and the first two are visible to the end recipient without any prompting.
Print and decoration quality, method by method
Screen print on a cotton t-shirt does not fail in the same way as sublimation on a polyester tote. Pad print on a curved pen barrel does not fail in the same way as laser engraving on an aluminium bottle. The decoration method determines which defects to look for.

Two checks apply across all of them. The first is adhesion, assessed on site by pressing and removing adhesive tape over the imprint and by rubbing the imprint with dry and damp cloth. The second is colour, assessed by comparing the production item against the reference supplied with the purchase order, under consistent lighting. Colour references on promotional orders are normally expressed as Pantone Matching System values, and the tolerance that applies should be written into the purchase order rather than left to the inspector's judgement on the day.

Colourfastness and wash testing for textile promotional products
On-site checks catch adhesion failures. They do not predict what happens in a washing machine, and printed apparel is where most promotional colour complaints originate.
Wash and rub performance is assessed in a laboratory, on samples drawn from the production lot. The relevant standards are established, and their titles use the two-word form. AATCC 61 covers accelerated laundering. ISO 105-C06 is titled colour fastness to domestic and commercial laundering. AATCC 8 is titled colour fastness to crocking, crocking being the transfer of colour by rubbing, assessed on a crockmeter. For textile items subject to heavy handling, such as canvas bags, abrasion resistance can be assessed under the ISO 12947 Martindale series.
The practical point for a buyer is one of sequence. Laboratory results arrive after the goods have been made. If the decoration is complex or the factory is new, an inspection carried out during production, rather than only at the end of it, gives a chance to stop a run before the whole order carries the same fault.
CPSIA and children's promotional products
A promotional item becomes a regulated children's product the moment its intended audience shifts. United States federal law defines a children's product at 15 USC 2052(a)(2) as a consumer product designed or intended primarily for children twelve years of age or younger.
A pen handed to a purchasing manager at a trade fair is not a children's product. The same pen with a plush topper, distributed at a family open day, is. So is a crayon set in a paediatric welcome pack, and so is a moulded toy in a back to school giveaway.
Once the item is children-directed, the requirements are specific:
- Lead in surface coatings is limited to 90 parts per million under 16 CFR 1303.1.
- Lead in accessible substrate is limited to 100 parts per million.
- Eight phthalates listed at 16 CFR 1307 are each limited to 0.1 per cent in plasticised component parts.
- ASTM F963, the United States toy safety standard, applies to items meeting the definition of a toy, and is mandated through 15 USC 2056b.
- A Children's Product Certificate is required, based on testing by a laboratory accepted by the Consumer Product Safety Commission. This is distinct from the General Certificate of Conformity that applies to non-children's products.
- A permanent tracking label is required on the product and its packaging under 15 USC 2063(a)(5).

Proposition 65 and chemicals in SWAG
Any product sold or distributed in California falls under the California Safe Drinking Water and Toxic Enforcement Act of 1986, known as Proposition 65. Distribution counts, so a free giveaway is not exempt because no money changed hands.
The list of chemicals is maintained by the Office of Environmental Health Hazard Assessment and is updated periodically. Where a listed chemical is present above the applicable safe harbour level, a No Significant Risk Level for carcinogens or a Maximum Allowable Dose Level for reproductive toxicants, a warning is required.
The intersections that recur on promotional orders are consistent:
- Lead in unplated metal keychains, buckles and low-cost jewellery items.
- Phthalates such as DEHP in flexible PVC. This is worth stating precisely, because it is commonly misattributed. Cured silicone is a polysiloxane and does not rely on added plasticiser, so genuine silicone does not carry a phthalate risk by design. The concern in the promotional supply chain is soft PVC supplied or described as silicone, particularly on low-cost wristbands.
- Formaldehyde in composite wood plaques and MDF trophy bases.
- Bisphenol A in polycarbonate drinkware. Branded bottles are among the most common corporate wellness items, and the substitution route is where this one becomes interesting. Bisphenol A has carried a reproductive toxicity listing for years, with a developmental endpoint added in December 2020. Bisphenol S, the substitute that frequently sits behind a BPA-free claim, is itself listed: female reproductive endpoint from December 2023, male reproductive endpoint from January 2025, developmental endpoint from December 2025. A BPA-free label is therefore not, on its own, an answer to a Proposition 65 question.
- Cadmium, historically present in some red and yellow pigments. Reputable pigment suppliers have moved away from cadmium under pressure from restrictions in other markets, so this is best treated as a residual risk on unaudited low-cost sourcing rather than as a leading concern. The dominant chemical risks on printed apparel today are lead and plasticiser content in PVC-based plastisol inks.
The warning format itself changed recently. Amendments to the Article 6 warning regulations took effect on 1 January 2025. A short-form warning must now name at least one chemical for each endpoint being warned about, and the previous short-form format may be used on products manufactured before 1 January 2028. The warning must carry a signal word and the yellow triangular symbol.
One development is worth tracking for anyone sourcing branded drinkware. In October 2025, OEHHA selected the wider p,p'-bisphenol class for review with a view to possible listing, which would reach beyond bisphenol A and bisphenol S to structurally similar compounds. Buyers who moved away from one bisphenol towards another may need to revisit that decision rather than treat it as settled.
Enforcement is largely private. A sixty day notice from a citizen enforcer, followed by a settlement calculated per unit distributed plus costs, turns a modest order into a substantial exposure. AQF's Prop 65 compliance guide covers the mechanism in full.

FTC labelling for apparel promotional products
Branded apparel and textile items sold into the United States carry labelling obligations independent of any safety question.
Under the Textile Fiber Products Identification Act, implemented at 16 CFR Part 303, a textile product must disclose fibre content by percentage, the country where it was processed or manufactured, and the identity of the responsible company, given either as a name or as a registered identification number. Both RN and WPL numbers remain in circulation, the latter dating from the Wool Products Labeling Act.
Separately, the Care Labeling Rule at 16 CFR Part 423 requires a permanent care label giving regular care instructions and warning of any procedure that would harm the item.
These are cheap faults to fix at the factory and expensive ones to fix at the port. A label check belongs in the inspection scope for any textile promotional order.
Where promotional products are made in China
The hub matters, because it changes where the risk sits.
Yiwu, in Zhejiang, is built around the wholesale trade in small commodities and is the centre of low-cost giveaway production: keychains, badges, lanyards, small moulded items. Production cycles are short and subcontracting is routine, which is precisely why the hand-off between the base manufacturer and the decoration workshop is the dominant risk in this hub.
Ningbo, also in Zhejiang, is a textile cluster and a major port, and supplies much of the branded apparel, canvas tote and backpack production. Printing and embroidery are more often handled in-house, which reduces coordination risk and shifts attention back onto fabric and construction.
Shenzhen and the wider Pearl River Delta supply electronic promotional items: USB drives, power banks, branded speakers, LED novelties. Here the base product carries the greater share of the risk, and the certification status of the item, along with the documentation behind it, deserves the same scrutiny as the decoration.
Ceramic and moulded plastic production, including sublimation-ready mugs, is spread more widely, with significant capacity in Fujian and Guangdong.
How to brief an inspection for promotional products
An inspection can only verify what it has been given a reference for, and on decorated goods the references are easy to leave out. Before booking, a buyer should have the following settled and in writing:
1. An approved reference sample, physically at the factory, showing the decoration as agreed and not only the blank product.
2. The colour reference, expressed as a Pantone Matching System value, with the tolerance that applies stated explicitly.
3. The decoration position and dimensions, taken from the technical pack, so that placement can be measured rather than eyeballed.
4. The decoration method actually used, since the relevant on-site checks differ by method.
5. The sampling plan and acceptance levels, agreed in advance. Attribute sampling on inspections is normally drawn from ISO 2859-1 or ANSI/ASQ Z1.4. Both descend from the same historical lineage and are commonly referenced side by side in inspection contracts, though they are not formally interchangeable, so the applicable standard and inspection level should be named.
6. Any laboratory testing required, identified separately. Wash and chemical testing are laboratory activities carried out on drawn samples, and an inspection does not substitute for them.
7. The compliance context, meaning whether the item will be distributed to children, distributed in California, or both, so that the relevant risks are on the inspector's radar and routed to the buyer's compliance team.

Promotional products sold on Amazon
Branded merchandise increasingly reaches consumers through marketplaces rather than through corporate distribution, and that changes the obligations attached to it. An item given away at an event and the same item listed for sale are not treated identically.
Marketplace category requirements evolve, and current rules should be verified in Amazon Seller Central, which is not publicly accessible. What does not change is the underlying position: a marketplace can require documentation, but the compliance itself lives in the goods. What an inspector can and cannot establish on site
An inspector carries a defined kit: a tape measure and calipers, a thickness gauge for film, fabric and leather, a moisture meter for board and paper, a Pantone reference for colour, and adhesive tape for a basic adhesion check. Softlines inspectors also carry textile Pantone references and a grey scale for colour shade.
Tests run during an inspection are a second assurance rather than a substitute for laboratory work, and where a test needs production equipment it is run on the factory's own devices. Certification, conformity against a regulation, chemical analysis and durability testing sit with the laboratory.
How the goods are sampled
Sampling normally follows inspection level II, with acceptance levels of zero for critical defects, 2.5 for major and 4.0 for minor. Electrical, electronic and toy products are usually tightened to 1.5 on major defects. Where a client has its own standard, that standard applies.
Levels are confirmed before the inspection rather than decided on the day. Checking more units than the plan requires is possible, and it changes the workload and therefore the quotation, so it is agreed in advance.

Factory audits are separate from inspection and cover supplier qualification, extended factory assessment and social accountability.
What the report contains
A standard report covers the sampling check against the agreed acceptance levels, quantity, specification, marking, labelling and packing, measurement, and any tests carried out on site. Findings, results and photographs are always included. A section verifying a client's own check points, and photographs of general factory conditions, are added on request.
Reports are typically delivered once the inspection is closed, with formats and turnaround options agreed in advance.
